His impressive portfolio includes the successful management of more than $850 million in construction projects, totaling over 25 million square feet of space across the United States. From large-scale developments and build-to-suit projects to tenant improvements and small-scale renovations, John has consistently delivered high-quality results across a broad range of business sectors.

Muqing “Tony” Liu, Ph.D.

Vice President of Operations

Tony is a seasoned construction and real estate development executive with over a decade of diverse experience across high-rise residential, luxury hospitality, commercial, and infrastructure projects, with a total development budget of approximately $2 billion.

Tony’s project portfolio spans key U.S. markets, including New York City, Jersey City, Seattle, Los Angeles, and San Francisco. He has led projects from pre-construction through completion, overseeing various construction management and development activities across all phases of the development lifecycle.

He also brings prior experience executing mergers and acquisitions in the U.S. engineering and construction sector, further strengthening the firm’s strategic capabilities. Tony holds a Ph.D. in Construction Management from Columbia University, where he also earned Master of Science degrees in Construction Management and Operations Research.

Fluent in both English and Chinese, Tony is known for his cross-functional leadership, strategic planning, and operational excellence in delivering large-scale, high-stakes development projects.

Kevin Mulligan

Senior Director

Kevin Mulligan brings more than 20 years of experience delivering complex, high-profile commercial construction and capital projects across New York City and the greater Northeast. As Senior Director at JD-22 Consulting Group, Kevin provides strategic leadership, owner’s representation, and project delivery expertise for clients navigating technically demanding, schedule-driven, and design-intensive projects.

Kevin’s background spans senior project management, design-build leadership, and institutional owner representation, with responsibility for projects totaling billions of dollars in aggregate value. His experience includes large-scale corporate interiors, financial services, technology, legal, healthcare, life sciences, and mixed-use developments. He has successfully led projects ranging from highly customized executive office fit-outs to complex laboratory and healthcare facilities with specialized infrastructure requirements.

Prior to joining JD-22 Consulting Group, Kevin held senior roles at leading construction and project management firms including Unispace, J.T. Magen, LPE Management, and Tristar Construction. His portfolio includes landmark projects such as Hudson Yards, One Vanderbilt, One Manhattan West, NYU Langone Health facilities, and major corporate headquarters for global financial, technology, and professional services firms. Throughout his career, Kevin has been recognized for his ability to align stakeholders, manage risk, control costs, and deliver exceptional results under aggressive schedules.

Kevin holds a Master of Business Administration, a Master of Science in Construction Management, and a Bachelor of Science in Mechanical Engineering from Stevens Institute of Technology. He is OSHA-certified and highly proficient in industry-leading project controls, scheduling, and construction management platforms.

Tariq Mahmood

Director

Tariq Mahmood is a seasoned construction Director with a distinguished track record of delivering complex residential and commercial projects across New York City. With expertise spanning over two decades, he has successfully led operations for large-scale commercial developments, tenant fit-outs, and major infrastructure projects with contract values reaching $200 million.

Tariq is recognized for his strategic leadership in coordinating multidisciplinary teams—including consultants, contractors, and vendors—while maintaining rigorous control over budgets, schedules, and quality. He is highly skilled in value engineering, identifying cost-saving opportunities without compromising design intent or performance.

His end-to-end project experience encompasses all phases, from pre-construction planning and buyout through to project close-out and securing the certificate of occupancy. With core competencies in general construction, pre-construction planning, BIM integration, risk management, and real estate development, Tariq ensures optimal execution and return on investment for stakeholders.

Tariq holds a Bachelor of Architecture (B.Arch) from the New York Institute of Technology and is committed to delivering excellence on every project through innovative thinking, disciplined management, and unwavering client focus.
